Hey Cassie, here's a few sites/tips that have helped me.

dpreview.com camera reviews and great forums with knowledgeable people, I bought my DSLR after reading about it on their site.

Jimzuckerman.com He has a tips page that has some usefull tips on improving photography.

A few of my own tips are:

Look at the world differently, think about angles and perspective. An old building looks good in black and white, or maybe an interesting tree would look good in color on a blue sky day. Look at whats on the ground around the tree, could more be incorporated into the shot.

Tripods = always. Even for a cheaper point and shoot camera, you can get a tripod for 15 bucks. Yes its a pain to carry, but 99.9% of all my shots are done using a tripod. I'd rather take more time to set up a shot than go home with blurry images on my camera. A tripod also opens the door to motion blurring waterfalls, and helps alot with close-ups. If you buy an DSLR I would also recommend filters and a remote switch so you dont touch (move) the camera when taking a shot. Even a tripod moves a tiny bit.

Fill up you're memory card. One rule I have is I wont go home when i'm out shooting until my card is full, you'd be surprised what you find when you have 20 or so more photo's to take. Be selective too, dont upload every photo you take, only do the very best ones. Sometimes I'll only upload 1 shot out of 200, having nothing but "WOW!" images in your gallery makes you look more professional.

Don't use the flash. Yes you'll need a tripod, but the flash can create very unnatural lighting in images, the only time I'll really use it if its a macro (close up) during the day and I want a little more highlight in my flowers or whatever you're shooting.

I'm not gonna say ditch the point and shoot camera for an Digital SLR, but you will notice a giant change in image quality, and you have alot more settings to get the shot just right.
